During the Two-Year Modification process, not all narratives will be updated. To review which narratives in a plan have been changed since the Two-Year Modification version of the plan was created, create the Narrative Changes Report.  

You can create the Narrative Changes report at the plan level, which returns results from the entire state plan. To do this, login to the portal and select the state plan containing the narratives you want to review. Proceed to step 1 below. 

You can also create this report at the section level, which returns results from only one section. To do this, login to the portal and select the state plan, then select the arrow of the section containing the narratives you want to review. Proceed to step 1 below. 

1. At the plan or the section level (see steps above), select 'Narrative Changes Report.'  

2. Select 'Create Report.' 

   • Note: You can still create the report if the text ‘Report not found’ is displayed; this happens the first time you run this report. 

   • You must create a new report every time,  to capture any changes since the last time the report was created.  

3. Select 'Confirm' when asked "Are you sure you want to create the [plan and/or section name] Narrative Changes report?" 

4. The report displays changed narratives in a table. When viewing the report, you'll see the date and time the report was last created, if available.

   • The table may be larger than the display. If necessary, scroll left and right to view the full data in the report.  

   • Columns included in this report are Year, State, Section, Requirements and Compare Changes columns.  

If you wish to navigate to the updated narrative view, select the Requirement name link in the Requirements column. Selecting this link will display the narrative. From this view, you can view the changes through the 'Compare Changes' view. 

If you wish to navigate directly to the 'Compare Changes' view of a narrative, within the Narrative Changes Report, select the Compare Changes link in the Compare Changes column. Follow the steps in the Compare Changes job aid. 

It is not necessary to download the report, because the data is available in the onscreen report. However, if you choose to download the report, follow the steps in the Downloading the Narrative Changes Report Job Aid.

The essence of Two-Year Modifications to a plan are in the narratives. To view a side-by-side comparison of the changes made to a narrative in a plan, follow the steps below.  

1. From the Narrative Changes Report (see Creating the Narrative Changes Report job aid in this group) or from a narrative page, do the following. 

2. Select ‘Compare Changes.’ This view displays all changes to a narrative that have been made since the Two-Year Modification version of the plan was created. 

3. The narrative's content displays in a table with two columns: Previous Plan Year Value on red background and Current Revision on green background. The red column displays deleted text and the green column displays added text. The tables are divided into sections to make comparisons easier. 

   • Note: If you are using a screen reader to view this table, use keyboard arrows to navigate instead of table-reading commands.

After you have followed the steps to create the Narrative Changes Report, follow these steps to download the report. This report is a snapshot of narrative changes at the time the report was generated. The downloaded version will not automatically update when further changes are made to a plan’s narratives and must be recreated and downloaded each time you view it for the most updated version. 

1. From the Narrative Changes Report view, select ‘Download Report.’  

   • Your browser may require you to choose a location to save the report. If so, follow instructions to save the report. 

   • The report name will be in the following format: “MM-DD-YYY-10-26__narrative_changes__000000,” where the first part are the dates in month-day-year format, followed by the time, the text ‘__narrative_changes__’ and several digits. This name format indicates when you ran the report. 

   • The report will automatically save the file in a spreadsheet format. 

2. Open the report from the location where it was downloaded onto your computer. 

   • Columns included in this report are Year, State, Section, Requirements and Compare Changes columns.  

   • The text in the Requirements and Compare Changes columns are links. 

3. To open the narrative, select the requirement name link in the Requirements column. From this view, you can select Compare Changes. 

4. If you wish to navigate directly to the Compare Changes view of a narrative, select the link in the Compare Changes column. Follow the steps in the Compare Changes job aid. 

When you are viewing a narrative in your current state plan, you can view the corresponding narrative from each previously published plan year, starting with the 2020-2023 plan year, all the way to Plan Year 2016-2017. 

To view the corresponding narrative from a previous plan year, do the following.

1. Open the narrative you want to review.   

2. In the narrative content view, select the link ‘View Corresponding narrative from PYs [year dates].’ This link is located above the current narrative text.  

2. Note the state plan name at the top of the page now displays the previously published plan name and date. Review the content. You can return to your current plan by using your browser’s back button. 

3. To continue navigating backwards through plans, you can select the link ‘View Corresponding narrative from PYs [year dates].’ You can return to your current plan by using your browser’s back button. 

Note the state plan name and year displays the plan you’re currently viewing at the top of any plan, section, or narrative page.
