Effective 8/2023
Welcome. These instructions are for you if you're an existing WIOA SPP user that has not yet set up a Login.gov account.
Before you get started, please review The Department of Education's External User Login.gov Guide for answers to your questions related to using Login.gov to access Department of Education department applications like the WIOA State Plan Portal.
After you have reviewed the above guide, these steps will walk you through creating a Login.gov account through the WIOA portal.
- Go to the WIOA State Plan Portal website (https://wioaplans.dol.gov/) and select 'Login' from the menu.

- Navigate through the Terms and Conditions and Privacy Notice. Select the “Secure Login” option.

- Where the page reads, "Don't have an account? If you don't have an account already, sign up here:" select 'Create Login.gov account.'
- When you set up Login.gov, you'll need certain items on hand, such as your ID, a cell phone number, PIV or CAC cards, and a work-related email address.
- You need to ensure the same government-approved email address* for the WIOA portal is also associated with your Login.gov account.
- If you need help during this process, refer to the Login.gov help center.
- After you have successfully set up your Login.gov account, you will be redirected to the WIOA State Plan Portal.
- Now that your Login.gov and WIOA SPP accounts are linked, you can get started in the portal.
*Exceptions to the government email address rule must be requested via the WIOA help desk, and will only be approved when you do not otherwise have an official government email address.
Again, if you have any questions that the above-referenced guide doesn't help with, you can get help from Login.gov's help page.
